Barack Obamaʼs America: What Are the Implications for Europe?&lt;br /&gt;

&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The election of Barack Obama stirred great enthusiasm in Europe, as elsewhere in the world. The new president seems to Europeans to be not only the antithesis of George W. Bush, but also closer to European values and sensibilities in the international realm.  Is this myth or reality?  What will Barack Obamaʼs foreign policy be like?  How will the trans-Atlantic relationship evolve?  Is the new America really more in step with Europe? &lt;/p&gt;
&lt;p&gt;An international lawyer and member of the Paris and New York bars, Laurent Cohen-Tanugi specializes in trans-national mergers and acquisitions and international arbitration. He holds a degree from the Ecole normale supérieure and the Institut dʼétudes politiques de Paris [Institute of Political Studies of Paris].  He also has a degree in French language and literature and is a graduate of both Paris and Harvard Law Schools. &lt;/p&gt;

“Berlin Kreuzberg SO 36 – Before and After the Fall of the Berlin Wall.”&lt;br /&gt;

&lt;p&gt;The European Union Center of Excellence and the School of Modern Languages, in partnership with German Consulate and Goethe Institute of Atlanta are happy to invite you to the commemoration this important event in German history.&lt;br /&gt;
With an opening statement provided by the School of Modern Languages Chair Dr. Phil McKnight, German photographer Peter Frischmuth will present his revealing photo exhibition of Berlin, taken before and after the Fall of the Wall. Containing photos from 7 years before the fall of the Berlin Wall in 1982, as well as from 2009, Mr. Frischmuth’s exhibition provides an insightful account of the social and physical transitions which have taken place in Berlin since 1989.&lt;/p&gt;
&lt;p&gt;“Kruezberg SO 36” illustrates the stark changes that have taken place in the Berlin neighborhood of Kreuzberg since 1989. Located in West Berlin and surrounded by the Berlin Wall on three sides until 1989, Kreuzberg has transformed itself from a sleepy “dead-end” neighborhood during the Cold War to Berlin’s present-day center of urban-alternative culture. Mr. Frischmuth, whose photos have been featured in major German publications such as Der Spiegel, Focus and Stern, offers views of this&lt;br /&gt;
startling contrast through his personal discourse and experience as well as through his photographic contribution.&lt;/p&gt;
&lt;p&gt;This event is free and open to the public.&lt;/p&gt;

&lt;p&gt;The EU Center will host Andrew James on the morning of October 1st for a roundtable discussion of his research.  Coffee and pastries will be served.&lt;/p&gt;
&lt;p&gt; Andrew James is a Senior Lecturer in Science &amp;amp; Technology Policy &amp;amp; Management at Manchester Business in the United Kingdom, a Senior Research Fellow at the Manchester Institute for Innovation Research and the theme leader of the University of Manchester Aerospace Research Institute’s Enterprise Solutions Group.  His research focuses on four broad and complementary themes: transatlantic defense industrial and technological relationships; consolidation and globalization in the aerospace and defense industry; the industrial, procurement and budgetary challenges of military modernization; and, science and technology policy and management issues related to defense and security.  Positions have included:&lt;br /&gt;
•	Member of the EU Institute for Security Studies Independent Expert Working Group&lt;br /&gt;
•	External expert to the EU Research Advisory&lt;br /&gt;
•	Coordinator of the EU FP6-funded PRIME network of the InnoMil research group&lt;br /&gt;
•	Consultant to the European Commission, FOI (the Swedish government’s defense research agency),  and the Center for Naval Analyses and BAE Systems&lt;br /&gt;
•	Member of the UK official delegation to several NATO conferences&lt;/p&gt;

“The Debate Over Missile Defense in Europe”&lt;br /&gt;

&lt;p&gt;On Monday, October 12th, the EUCE and CISTP will host Robert Bell for a campus luncheon talk to discuss the debate over missile defense in Europe.  This event is free and open to the public and lunch will be provided. &lt;p&gt;As Account Manager for NATO-EUCOM, Robert Bell coordinates the activities of Science Applications International Corporation (SAIC) Business Units pursuing contract opportunities at NATO and the U.S. European Command.  Prior to joining SAIC in 2004, he served as NATO Assistant Secretary General for Defense Investment from 1999-2003.  In this capacity, Mr. Bell chaired NATO’s Conference of National Armaments Directors (CNAD) and its C3 Board (NC3B) and directed NATO International Staff activities in the areas of common funding, resource coordination, missile defense, airspace management and air defense.   &lt;/p&gt;
&lt;p&gt;From 1993-1999, Mr. Bell worked at the White House National Security Council (NSC) as a Special Assistant to President Clinton for National Security Affairs and as the NSC Senior Director for Defense Policy and Arms Control.  In 1997, Mr. Bell was also assigned responsibilities as the NSC Counselor. From 1981-1993, Mr. Bell served on the Senate Committees on Foreign Relations and Armed Services, working for Senators Charles Percy and Sam Nunn, respectively.  His career also includes six years at the Congressional Research Service (CRS), including a one year assignment in Brussels, where he served as staff director of the Military Committee of the NATO Parliamentary Assembly.  From 1969 until 1975, he served as an Air Force officer in the air traffic control and communications field, commanding a squadron at the age of 24.    &lt;/p&gt;
&lt;p&gt;Robert Bell holds a Master of Arts degree (1970) in International Security Studies from Tufts University, Fletcher School of Law and Diplomacy and a Bachelor of Science degree (1969) in International Affairs from the United States Air Force Academy.  His professional affiliations include the Council on Foreign Relations, the Air Force Association, the NATO Industrial Advisory Group, the International Institute for Strategic Studies, and the Strategic Advisors Group of the Atlantic Council.&lt;/p&gt;

He has a forthcoming book to be published by Cambridge University Press titled, &quot;The Quality of Democracy in Eastern Europe: Public Preferences and Policy  Choices.&quot; He has also published a book titled, &quot;From Good King Wenceslas to the Good Soldier Svejk: A Dictionary of Czech Culture (Central European University Press, 2005).&quot; His main fields of interest are Eastern Europe, democracy, democratic institutions, and social policy. &lt;p&gt;Many French people are convinced that, far from being united, American society is divided into communities, within which the most disadvantaged are said to be victims of constant discrimination. Depending on their origins, citizens are thought not to have the same rights, with blacks always pushed to the fringes of society. In ghetto neighborhoods, immigrants stay divided into competing groups. And the “races” are tallied up, with varying treatments and quotas applied, which in turn cultivates disparate identities that pose a threat to national cohesion. &lt;/p&gt;
&lt;p&gt;What is the real situation? What is the reality of affirmative action, which, strangely, is translated into French as “positive discrimination”? How does it work? What are the results? France has often denounced “American communalism” by making it the model to avoid. But does the French model work better? Is France truly the country of equal rights where each citizen is integrated, irrespective of gender, religion, or ethnicity? Is it fair, or in keeping with the republican ideal, to refuse to take into account citizen’s gender or race – which also has the effect of making it impossible to take a poll on the real situation of minorities? In the name of important principles, doesn’t France run the risk of achieving the very opposite of what is sought? The unprejudiced comparison of the French and American systems holds some surprises, and allows us to learn useful lessons for better integration.&lt;/p&gt;
