Our second annual academic conference to be held in the fall of 2009 will address one of the most challenging and pressing policy issues facing the European Union. Although two of the three original treaties on which the European Union (EU) is based explicitly concerned energy, the EU has yet to develop a common energy policy. During the past decade, however, the EU has made energy policy a top priority, as exemplified by the European Council’s adoption of an ambitious and comprehensive energy Action Plan based on the Commission’s Communication “An Energy Policy for Europe” in 2007. In the 2009-2010 academic year the Center will convene an international conference of experts to evaluate the state of energy policy in the EU.
